Stage 1 allows lawn and garden sprinkling from 5 to 8 a.m. or 7 to 10 p.m. on the address’s assigned days. Apartments, townhouses and stratas use the complex address, not an individual unit number.
Being away on the assigned day does not allow a substitute day. These rules apply to municipal water users. Private wells are not covered by the city’s restriction system, though provincial water rules can apply.

Other Stage 1 uses
Handheld containers, spring-shutoff hoses, soaker hoses and drip irrigation can water gardens, flowers, shrubs and trees at any time during Stage 1. Vehicles and boats can be washed with a container or spring-shutoff hose.
Children may use sprinklers recreationally during Stage 1 if waste is avoided and sprinklers are stopped after play. That does not allow leaving one running as an extra lawn-watering session.

The current stage should be checked before each planned watering period. A higher stage changes permissions. New lawns need a separate exemption certificate rather than an assumption that planting creates an automatic exemption.
