Request an appearance

A delegation is an individual or group presenting a city-jurisdiction topic to Mayor and Council. Write to the Corporate Officer through the page’s email contact, call 604-793-2986 or mail Legislative Services at 8550 Young Road.

Include speaker names and the intended subject. Not every request is approved, and at most two delegations appear at one meeting. If there are more requests, a delegation that has not previously appeared gets priority.

Prepare for public presentation

Each approved delegation has ten minutes. Submit video, photos, slides and other presentation files by 4:30 p.m. Friday before the scheduled meeting.

Council meetings are livestreamed and recorded. Appearing means the speaker names and presentation become part of the public record. Do not place private information into material assuming it will stay within the meeting room.

Topics that need another route

Confidential closed-meeting matters, public-hearing or public-information-meeting topics, matters outside council jurisdiction and election campaigning are not accepted as delegation subjects.

Matters contrary to policy or legislation may be addressed in writing for response, while subjects with an existing process, such as a records request, should use that process. A delegation is not a way to bypass the required application or hearing route.
